Gender And Vulnerable Groups Working Group
Objective
ICIC’s Gender and Vulnerable Groups Working Group (GT) was established in 2022 as an initiative aimed at incorporating the specific needs of certain social groups regarding the Right to Access Public Information. It is mainly focused on social vulnerability, for which concrete actions are sought to promote the inclusion of Gender and Vulnerable Groups’ perspectives within access to information (ATI) policies.

Activities and Products
Evaluation and monitoring practices 2023
Through the survey, information on the monitoring and evaluation practices implemented by ICIC members was collected, as well as an understanding of the current situation and the main obstacles faced when measuring and evaluating implemented policies. Based on the results obtained from the survey conducted by the Gender and Vulnerable Groups Working Group in 2023, whose findings were outlined in the document “Analysis on access to information promising practices and experiences regarding groups in vulnerable situations” the difficulties that participating organizations encounter regarding the implementation of evaluation and monitoring processes as a constitutive part of project planning were highlighted.

Berlin Guidelines for the Promotion of the Right to Information to Groups in Situation of Vulnerability
This document sets out general guidelines intended to support, as a reference to ICIC members, in the development and implementation of inclusive access to information policies that effectively address the needs of groups in situation of vulnerability, while recognizing that their adoption is subject to the respective competencies, institutional capacities, constitutional and legal frameworks of each country.
